That was kind of my observation. A two-wheel steer is technically easier to build - you just need a tripod CV joint, a frame-mounted pulley hub and axle pivot, and a steering link to the support axle. But, like you say, this is the first one I’ve heard of. Rarity vs. difficulty - which is more weird?
